We are proud to announce that singers from the LHS Choirs had an outstanding showing at the KSHSAA Regional Music Solo & Small Ensemble Festival with a school record of 22 "I" - Outstanding ratings earned from 30 performances (previous high mark was 15). These singers prepared and performed two pieces for a judge and were provided feedback on an 80-point rubric. The LHS Choirs' 30 entrants were the most allowed under KSHSAA regulations, with all of them earning a rating of "I" - Outstanding or "II" - Excellent.
LHS Choirs director, Brian J. White says "These students have worked on their product diligently this semester with commitment and follow-through. I am honored to help them realize the potential that they have and bring it to life through music. Their growth has been significant, and we are proud that 100% of our students performed at least to the level of excellence, with nearly 75% qualifying for State. It was a remarkable day."
These who earned a "I" rating qualify for State Music Solo & Small Ensemble in Andover.

A big THANK YOU to the Rotary Club for donating The Energy Bus and How Full is Your Bucket? to our LES library—and for continuing their tradition of giving each 3rd grader their very own dictionary! We’re grateful for your ongoing partnership and support!

Proposed RHID Project: Financial Impact Analysis for USD 469
Lansing USD 469 has evaluated the financial implications of a proposed Rural Housing Incentive District (RHID) project within the City of Lansing. The RHID initiative is designed to spur housing development in response to a shortage of available homes. To help the community understand the impact on school district finances, two scenarios have been analyzed.
What Is the RHID?
An RHID allows cities and counties to redirect new property tax revenue generated from residential development back into infrastructure and housing-related projects in designated areas. These districts can remain active for up to 25 years. While they support growth, they also affect the revenue available to local taxing bodies, including school districts.
Financial Scenario 1: RHID Project with Full Mill Levy (Including Capital Outlay)
This scenario assumes USD 469 continues to collect the full levy, which includes:
• Supplemental General Fund (LOB)
• Bond & Interest Fund
• Capital Outlay
Key Details:
• 417 homes built over 20 years (about 52 per year)
• Average home price: $300,000
• Assessed valuation growth: 4.2% annually
• Total projected revenue not captured from the RHID: $12.8 million by 2045
Under this scenario, the RHID captures tax revenue that would typically fund core district services, requiring continued high mill levy rates to support bond obligations.
Financial Scenario 2: RHID Project Without Capital Outlay Collection
In this version, the RHID is implemented without capturing the capital outlay mill levy, which slightly reduces the financial burden on the district.
Key Adjustments:
• The district retains capital outlay tax revenue.
• However, other funds like the Bond & Interest and LOB levies are still partially redirected under RHID guidelines.
Financial Outcomes:
• The total lost revenue is still significant but somewhat reduced compared to Scenario 1.
• Mill levy rates can be maintained more easily at near-historic levels, but with fewer RHID obligations covered.
This approach balances infrastructure development support with a more conservative impact on school district finances.
Financial Scenario 3: RHID Project with 80/20 Levy Split
This hybrid scenario assumes the district retains 20% of the tax revenue from certain levies (such as Bond & Interest), while 80% is redirected to RHID infrastructure projects.
Key Details:
411 homes projected (25 per year)
Combined mill levy impact for LOB and Bond & Interest: 31.288 mills
Estimated revenue captured by RHID: $7.17 million
This 80/20 option offers a middle-ground approach, softening the financial impact on the district while still contributing meaningfully to infrastructure needs. It allows partial funding retention for district priorities, while still enabling RHID to function effectively.
Looking Ahead
USD 469 remains committed to fiscal responsibility and transparent communication. These financial analyses will help guide future discussions with the community, city officials, and developers. The goal is to ensure any growth initiative like RHID continues to support our ability to provide quality education to Lansing students.

Lansing High School’s Mariah Neff Honored at Region 2 Kansas Teacher of the Year Banquet
Lansing USD469 was incredibly proud to see Lansing High School Special Education Teacher Mariah Neff recognized at the Region 2 Kansas Teacher of the Year Banquet in Topeka on Sunday, April 6th. Surrounded by peers and educational leaders from across the region, Ms. Neff was honored for her outstanding contributions to education and her unwavering commitment to students.
Ms. Neff was nominated last year and named Lansing USD469’s Secondary Teacher of the Year in 2024, an accolade that highlighted her impact both inside and beyond the classroom. Her dedication to her students, colleagues, and the Lansing High School community made her an exceptional candidate for this prestigious regional recognition.
As a Special Education teacher, Ms. Neff exemplifies what it means to create equitable, inclusive learning environments. She is widely respected for her ability to balance academic rigor with the social and emotional needs of her students. Her approach is rooted in deep care, practical strategies, and a belief in the potential of every learner.
"Ms. Neff builds opportunities for all students to be successful. Her impact goes well beyond the classroom; she creates school-wide opportunities for students to be involved, supported, and successful."
She fosters an environment where students not only thrive academically, but also feel seen, valued, and supported. From creating inclusive extracurricular opportunities to leading initiatives that benefit the entire student body, Ms. Neff ensures that every student feels a sense of belonging at Lansing High School.
Ms. Neff’s influence extends to her colleagues as well. She is a vital member of the Building Leadership Team, where she helps plan professional development, strategize student supports, and drive school-wide improvements. Her leadership is particularly noted during times when staffing is short or needs are high—she steps in without hesitation to coordinate paraprofessional support and offer guidance.
"I count on Mariah for support at the high school—she manages the paras when one is out sick, she is on the Building Leadership Team as the special education representative, and she supports both the students and adults daily. She also provides an outlet for staff to express their frustrations."
In a profession where collaboration and empathy are essential, Ms. Neff is a shining example of both.
We are incredibly proud to celebrate this moment with Ms. Neff and look forward to seeing her continued impact on the lives of students in Lansing.
Congratulations on this well-deserved honor, Ms. Neff!
